Project: Development and delivery of a Community Engagement Plan to guide long-term stewardship and community connection
Penicuik Estate is a historic working estate with a long-standing commitment to conservation, education and public access. Recognising the evolving relationship between landowners and communities, the estate undertook a structured and forward-looking Community Engagement Plan to build meaningful, lasting relationships with those who live, work and visit the area.
The engagement plan aimed to shape an inclusive approach to land management by embedding the principles of Scotland’s Land Rights and Responsibilities Statement into the estate’s future planning. The aim was to understand local needs, build trust and create practical channels for ongoing dialogue.
Our Approach
1. Mapping Community Connections
Identified and acknowledged existing relationships with local groups, residents, businesses and visitors. Reviewed past engagement and mapped key partners and stakeholders to better understand who was involved and who was missing from the conversation.
2. Establishing Principles for Engagement
Developed a values-led framework for engagement aligned with the estate’s vision and the Land Rights and Responsibilities Statement. This focused on openness, transparency, inclusivity and creating opportunities for shared benefit.
3. Reviewing Estate Activity
Audited current activities across land management, access, volunteering, education, events and commercial operations to assess where community interests already intersect with estate work and where new opportunities could be created.
4. Listening and Learning
Undertook a community survey and hosted face-to-face consultation events to hear directly from local people. Feedback gathered during these sessions helped shape the plan's priorities and tone. A draft of the Community Engagement Plan was then shared for public comment, allowing further refinement before publication.
5. Setting Priorities and Next Steps
Identified clear actions across five focus areas: education and learning, access and recreation, nature and conservation, cultural heritage and local collaboration.
6. Building Tools for Future Dialogue
Created a set of engagement tools to support continued conversations, including community events, surveys, online resources and collaboration.
Impact
The plan has set a strong foundation for Penicuik Estate’s long-term community engagement, ensuring that decisions about land and future development are informed by those who know the place best. It reflects a commitment to open, collaborative land management and offers a practical model for other estates seeking to embed community voices in their future planning.
